Community Guidelines

To ensure the best possible experience for all members, we have established some basic guidelines for participation.

By joining and using this community, you agree that you have read and will follow these rules and guidelines. Please take a moment to acquaint yourself with these important guidelines. If you have questions, contact the member services department. In order to preserve an environment that encourages both civil and fruitful dialogue, we reserve the right to suspend or terminate membership in this community for anyone who violate these rules.

Member interaction and engagement is an integral part of the ICMA Connect community. The quality of discussion is important, and we hope the discussions provide innovative and relevant insights.

When joining in discussions and posting across the community, we ask that you treat fellow community members with respect. There may be disagreements, but we should work together to resolve conflict, assume good intentions and do our best to act in a clear and constructive manner.

Please use the peer-to-peer private messaging responsibly. This tool is intended to keep members in contact with one another, to help facilitate networking and to promote common interests.

Messaging/email and use of personal contact information made available through the Community Directory – including names, mailing addresses, phone numbers, email addresses, social media accounts, employment information, and education information for any commercial, advocacy, promotional, or political purpose is prohibited. Prohibited activities include solicitations for business or personal services, fundraising, cold-calling of any kind, mass-mailings, or broadcast e-mails.

Summary on Open Records Requests

ICMA's legal counsel has provided the following response on open record requests: Records are typically subject to the open records provisions where they are received and maintained by the local government, as part of the local government’s official business. In this case, the records would be received and maintained by ICMA on an ICMA system. Further, the participating local government employees would be furthering their professional development, rather than conducting official government business. Therefore, unless an open records law applies to any statement or communication of a local government employee, no matter how maintained, content shared on ICMA Connect should not be subject to open records laws.
